Private medical colleges & state governments can conduct their own medical entrance exam – SC

The Medical Council of India (MCI) has conducted NEET-PG for postgraduate medical admissions for the academic year 2013-2014, prior to the test MCI has made NEET-PG mandatory for all states and all medical colleges including private medical colleges and universities. Challenging the MCI’s move several private medical colleges have approached the apex court, on Thursday Supreme Court has ruled in favour of the private medical colleges.

Private medical colleges and State Governments can conduct their own medical entrance exam for postgraduate medical courses. The apex court has taken it’s stance after observing that few medical colleges have already conducted the medical entrance exam. NEET-PG was concluded last month which was an online exam. It was the first such medical entrance exam conducted by MCI, National Board of Examination (NBE) has been the responsible body for conducting NEET-PG. NBE has taken technical support from Prometric, the test reported no technical glitches.

Based on the verdict given by the apex court on validity of NEET-PG, the question thus arises is whether NEET-UG will also see similar such problems. Post the test will other medical colleges, universities and state governments conduct their own medical entrance exam? The core idea behind the national level test barring all other medical entrance exams is to lessen the burden on the students, students have to fill up several entrance exam forms and pay application form fees for all tests. One test on other side reduces the financial burden, however the timing of the test is questionable.

Akhil Bharatiya Vidyarthi Parishad calls NEET unscientific; holds protest

The Akhil Bharatiya Vidyarthi Parishad (ABVP) has started protesting NEET calling it as ‘unscientific’, ABVP held protests in Hubli & Gulbarga. Students opposed the MCI’s move on holding a common medical entrance test NEET-UG, NEET UG which is based on CBSE curriculum is not in favour of regional medium or state board students they said.

ABVP threatened MCI to role back it’s decision and continue the CETs as usual. While other states are trying hard to keep NEET-UG away, Karnataka is among the states which readily agreed to NEET-UG. The recent protests by ABVP are in the State of Karnataka itself. Andhra Pradesh, Tamil Nadu have obtained stay orders on NEET-UG in their respective state high courts.

The fate of NEET-UG is undecided, but the official announcement from CBSE & MCI is what it matters. MCI is very much keen on holding NEET-UG & NEET-PG. The NEET PG registration is nearing the deadline, so far the Andhra Pradesh high court has stayed both NEET-UG & NEET-PG notification.

NEET PG stayed by Andhra Pradesh High Court

The High Court of Andhra Pradesh has stayed NEET-PG in it’s state, NEET PG is an all India level postgraduate medical entrance exam to be conducted by National Board of Examinations (NBE). The court has observed the special constitutional rights Andhra Pradesh enjoys, according to the artcile 371(D) of our constitution Andhra Pradesh has been granted special rights which will allow zone wise reservations in admitting students to professional courses.

Within two weeks the Union Health Ministry & MCI has to file counter petitions, the status of NEET-PG in Andhra Pradesh as of now is void. Students willing to pursue MD/MS courses have to appear for state level & university level entrance exams. Earlier the High Court of Andhra Pradesh has issued stay order for NEET-UG, common medical entrance test for undergraduate medical courses.

AP moves high court over NEET PG

The Andhra Pradesh government seems to take firm stand in opposing the medical cet, earlier the AP government urged the high court to give an interim stay on NEET UG and now they have move court to stop NEET PG as well. The NEET PG, a common postgraduate medical entrance exam is a compulsory test for Medicos willing to pursue MD / MS courses.

NEET PG which replaces state level CETs, University level entrance exams are not in favour of it’s state students, argues Andhra Pradesh. The article 371 (d) of our constitution grants special rights to Andhra Pradesh, allowing them to prioritize on reservations to uplift backward classes. Although the Medical Council of India is not objecting on the reservation status of each state, the cry is over the 15% seats each state has to share under national pool.

The brighter side of national entrance test is that, accessibility to medical seats across the country while each state level CET enables students to only bag seats in their respective state. However the registration process for NEET-PG is running smoothly, the deadline for applying to NEET PG is 10 November 2012.

Political parties to benefit by opposing to NEET

Politics strictly has nothing to do with Education, however when it comes to opposing certain educational reforms the political parties are the first to point out. The student community who taught they would benefit from having common entrance tests are becoming victims of confusion created by individuals who seek personal benefits.

The Medical Council of India (MCI) an apex body which monitors medical education in the country faced severe opposition when it announced National Eligibility cum Entrance Test (NEET) for undergraduate & postgraduate medical courses. Both NEET-UG & NEET-PG were supposed to be held for admissions in the academic year 2012-2013, however due to strong objection raised by several states including Andhra Pradesh, Tamil Nadu, West Bengal & Maharashtra a notification deferring NEET-UG has been announced by CBSE.

The same may be repeated this time too, Andhra Pradesh has obtained a stay order over NEET-UG and Tamil Nadu claims pending petition in the Supreme Court over NEET-UG. Tamil Nadu chief minister earlier written to Prime Minister Manmohan Singh to exempt it’s state’s student from NEET-UG, recently DMK Chief Karuna Nidhi too entertained the idea of opting out it’s state from the Medical CET.

Andhra Pradesh, Tamil Nadu, Orissa & Bihar are against to NEET-UG. The uncertainty on whether NEET-UG is taking place in all states are not is yet to be resolved. The MCI has gone ahead and inivted applications for NEET-PG a medical test for postgraduate medical courses all over India.

The NEET-UG 2013 official notification is due, one may expect the announcement to be out soon sometime during November or first week December till then the speculations will be ON. Share your views! Do let us know as to why some states seek exemption from NEET-UG?

The political parties are opposing NEET for keeping up the reservation rules as is and to maintain good will among citizens. This may eventually mean the private medical colleges are walking hand in hand with the political parties or is it the other way round?
