Maharashtra’s Plea On NEET To Be Heard On Friday

Supreme court on Friday will hear the plea of Maharashtra’s government on it’s views about deferring NEET in 2012. Andhra Pradesh, Tamil Nadu, Gujarat and now it is Maharashtra who will defend it’s states students by urging the apex court to defer or give a stay to the MCI’s newly proposed NEET UG.

NEET UG is set to take off in the month of May 2012 and tentatively it is scheduled to be held on May 13, 2011. Post the official announcement of the syllabus, the apex court seems to have a bunch of hearings, earlier it was Supreme Court who gave green signal to MCI to conduct the common medical entrance test. The same issues which were raised by other opposing states are also concerns of Maharashtra syllabus, timing and language.

To say the least the ball is in the supreme court now, the one who passed the ball to MCI months ago!

    Well guys I strongly support NEET. This admission process of medical and engineering courses has become nothing more than an industry of corruption and deprivation of seats across the country. Deserving students are deprived of a chance of competing for all seats across the country due to multiple exams. Moreover, multiple exams means multiple burden on students both financially as well as physically. Please don’t forget guys that the same students for whom most f u out here have expressed concerns that NEET is beneficial for the ones in metros dont you think multiple exams cause even greater financial as well as physical burden on them (students both underpriviledged n from rural areas?????? 1 newspaper reported that if a student has to compete for all seats across the country under current system then he/she has to appear for 17-18 entrance examinations. Cost of 1 examination on an average is about Rs. 3000/- plus commuting to and fro exam centre charges vary. multiply all this with 17-18 n most f u opposing NEET mindlessly will realize that the figure is nt even affordable for the rich and middleclass all f u r talking about leave alone the underpriviledged n people from rural areas. Well let me tell you all the factual position that only the exams conducted by state government for admissions to government colleges are fairly transparent though some f the government exams also can be managed and fixed. Entrance examinations conducted by Deemed universities and associations of private medical colleges are nothing but a farce as all seats are prebooked as much as before the class 12 board results for MBBS and till upto about 2 yrs for MD/MS/Diploma seats. The entrance tests are conducted by Deemed universities and associations of Private colleges are nothing but filling their own pockets by way of money paid by candidates in the form of form fees and examination fees etc…………… So those opposing this exam r nothing but participants in corruption. However, I do agree that adequate and sufficient time should be given to students of state boards to adjust to a new format and the MCI ought to have the exam in regional languages if it can conduct the same in hindi. But certainly scrapping the NEET or cancelling it are absolutely bad ideas and desrve to be trashed forthwith……………

    Today maharashtra got a stay on NEET UG for one year. Aurangabad bench of Mumbai high court gave this stay on NEET to the case filed by parents in Latur .Now Maharashtra will not have NEET in 2012 there will MHT-CET 2012. Best luck to all.thankyou.

    n six months r enuf atleast to complete majority of portion i guess…

    KERALA A ROLE MODEL FOR PRO NEET

    At a time when some States are indulging in nit picking to scuttle the process of NEET in 2012, Kerala stands tall as a beacon supporting NEET. In all these tumultuous time, Kerala is very clear in its thinking and stands by the decision of Central Govt, Supreme Court and MCI. In India Kerala have the maximum literacy rate and whenever any rule or Act comes into force against the well being of the people, Kerala would be the first State to oppose. At the same time, if it finds the same beneficial to people, it will be the first State to welcome and adopt. In the case of NEET, it appreciates the advantages and benefits of it and had readily adopted itself for the sake of its students.

    As everyone knows, Kerala is a non-Hindi State, its official language is Malayalam, 80% of its students study State board Syllabus in Malayalam. Its State syllabus also has difference with that of core syllabus declared by MCI. It had State PMT which was set in English and Malayalam language. The so called grievances by the opposing States were all omnipresent in Kerala too. But the State was so prudent and proactive, it saw the advantages out weighing disadvantages, hence decided to take NEET.

    In my village which is hundreds of miles away from Trivandrum, the Capital city of Kerala, the public is reasonably aware about the introduction of NEET. The institute where I am studying has been informing us the possibility of NEET in 2012. About a month back, the notice about NEET was put on the campus notice board and a copy of the same was stuck in each and every class room. In my institute each and every student is aware about NEET coming in May 2012. The institute was informed by the State education board and our institute had put up the notices in the entire campus even in canteen.

    My institute had already started to adjust the curriculum according to the NEET syllabus and in fact in the last 2 weekly tests the question paper was set tougher to prepare the students for NEET. The institute had told us very clearly that students need to prepare themselves to deal the NEET questions in English only. The Malayalam papers were withdrawn from the monthly tests to begin with.

    Kerala has 23 medical colleges in all in the State. The majority of them are private medical colleges. The Kerala Govt is so transparent that without buckling to the pressure of the pvt colleges, unlike the other opposing States, supports NEET to the hilt. Gujarat which is bigger than Kerala and which has a better GDP than Kerala has only 19 medical colleges, yet a small group of parents headed by a wealthy Doctor with the connivance of vested interest is opposing NEET in Ahmedabad.

    Among all the States, Kerala definitely stands tall and majestic. In India we have 28 States and 7 Union Territories, except 5 or 6 States all other States have accepted NEET. Whether these States participate in NEET or not, it doesn’t matter, but NEET will definitely happen and we look forward to it eagerly.

    On Behalf of all these Pro NEET States and students like me hailing from villages request the opposing States to change their minds and join NEET 2012 immediately.

    Its quite surprising to see BJP ruled Gujarat & Karnataka which were pitching against NEET until recently are keeping silent. On the contrary, the congress ruled States Maharashtra and AP are shuttling between Supreme Court high High Court in the past 10 days or so. Karnataka appears to have softened its stand and in fact mulling over offering free coaching to its students for appearing NEET. I think it is a VERY VERY SENSIBLE AND GOOD DECISION BY THE KARNATAKA GOVT. The coaching for its State board students would ensure a level playing field in the State. Also there is a scathing criticism in the media about the corruption in the State CET. Irregularities reported in ComedK exams have also caste aspersions on the educational authorities of the State. In the light of these events, States approach of adopting to NEET is a welcome one and may prove to be a sensible solution given the circumstances.
    The other states should take the cue from Karnataka and they should also cooperate with the Centre to see through NEET in 2012. The KNEE JERK REACTIONS from AP & Maharashtra is not in the interests of the students and nation. It appears to be a prejudicial decision of these Govts to get exemption from NEET considering that these two states have maximum private medical colleges and most of them are having political connections.

    Its a BIG BIG SHAME for AP & Maharashtra to file cases against its own party Government at the Centre. They should realise that it speaks so badly about its own party before the people of India. It is time to show solidarity with the party and people and not time for in-fighting. People expect these Govts change their confrontationist attitude and be amiable and cooperative towards Centres initiative for medical reforms in the country.

      SUPREME COURT ON DATED 11-11-11 (FRIDAY) HEARD THE CASE OF UG NEET EXAMINTION 2012-13. IN WRIT PETITION CIVIL- NO 380 OF 2009 IN THIS CASE MHARASTRA SENIOR ADVOCATE MR. SHEKAR NAPHADE HAS WITHDRAWN HIS I .A. NO 12 AND 16 AND COURT HAS PERMITED IT NOW ONE UN-REGISTERED CASE CAME ON BOARD WHILE HEARING OF SAME CASE.. MCI AND UNION OF INDIA (CENTRAL GOVT ) WAS GIVEN ONE WEEK TIME FOR REPLY AND NEXT HEARING OF THIS CASE IS ON DATED 22-11-11 PLEASE WAIT TILL THIS TIME FOR FATE OF U.G. NEET EXAMINATION 2012-13

        Hi,
        Sorry, your msg is not clear. Can you please elaborate a bit.
        My understanding is that, before Maha’s plea came up, a similar case filed by a student from Maha was directed to seek High Court. In view of this decision, Maha withdrew its plea and SC advised the counsel Mr Naphade to approach High Court and refused to give any advise or directions to the High Court. The case no 380/2009 was filed by Simran Jain and this case has been concluded already and SC ordered NEET as the verdict.

      Hi Dineshkumar,

      I must say that you can be a very good politician.Instead of politicizing such a sensitive issue you should try and understand(with open and unbiased mind)that what these governments are saying.None of them are against NEET but are only opposing the way it is being thrust on students without giving sufficient time to study suddenly announced syllabus which is different than the state board syllabus these students have been following since July 2010.Let us not argue that there is still time etc..Pl note that it is not only the amount of time but the mental make up also that counts when one is appearing for such an important competitive exam..
      Secondly only students who have access to internet are aware of something called NEET.Students who are not from Metro and big cities do not even know about it,forget about their preparing for it in 2012(now pl do not advise them to lose one year and appear next year).Governments should think of these students also.
      I firmly believe NEET supporters,under the guise of issue of corruption,are manipulating this situation to their benefit.They are mostly from CBSE and MCI syllabus suits them the best and hence want to grab the seats by taking advantage of confused state of state board students who are in majority.I feel manipulation is worst than corruption.
      What these governments are doing is that they are rightly supporting their students by approaching courts to request them to postpone NEET to 2013 & NOT to abandon it.If they had not done it,only CBSE students would have been successful in cracking NEET at the cost of State board students.
      Its a BIGGEST SHAME that privileged students are not considerate of unprivileged students and trying to take advantage of the situation under the pretext of corruption(as if neet will end it!!).

      Dnt know dude, state cnt announce wbjee due to MCI. Last week state govt.sent a letter to MCI seeking permission to conduct WBJEE medical. But maybe MCI didn’t give any response…. I think we have to wait for 1 more week,bro… Wbjee is scheduled on 16th april. NEET is scheduled on 13th may. Its a matter of 1 month gap. We are tensed..

    New Delhi, Nov 11, (PTI):

    The Supreme Court today refused to entertain Maharashtra’s plea for exemption from the 2012-2013 National Common Entrance Test for Graduate and Postgraduate Courses of Medicine and suggested the state approach the High Court.

    A bench of justices H L Dattu and C K Prasad also refrained from giving any direction to the high court.

    “We don’t want to give any direction or make observations to the high court. We want the high court to act independently,” the bench told counsel Shekhar Naphade who sought permission to withdraw the application.

    The state had moved the application seeking exemption from the CET on the ground that it posed difficulties for students on account of the change in syllabus.

    Maharashtra contended the course prescribed by MCI and the National Council of Educational Research and Training (NCERT) is dissimilar to the syllabus taught in the state to Class 11th & 12th students.

    “As such, the new syllabus for the common entrance test would be difficult for them to cope up in such short period of time, gravely prejudicing their rights for being selected in any good medical college.

    “Everyone knows the amount of stress for performing well in competitive exams is enormous on students. Therefore, any such sudden changes will be demoralising for the students and can cause severe depression and anxiety with unfortunate consequences,” the state had said.

    now maharashtra will have to apply again in high court where i feel they will be granted exemption but anyway we will still have to prepare for neet .
    guys lets face it supreme court has not cancelled about neet pg . neet will be taking place in 2012.

    Its a big shame to Congress party which is watching fighting within its party. After supporting and allowing MCI to conduct NEET in 2012, the Central Govt is challenged by States like Maharashtra and AP which are having Congress Govts there. What discipline these politicians have??? What control the congress high command has over its own party in States. Are they really serious or is it all a big drama. Only time will answer this question.
    These States were given VISION 2015 long back, in which the modalities of the test were clearly stated and discussed in person in several meetings. After nodding their heads and sleeping so long, suddenly they find themselves in a corner forced by some vested interests to fight against its own party in the Centre. BIG BIG SHAME for these State Govts.
    To say in the defence of MCI, it has been progressing quite well and maintaining the norms and procedure in giving advance information to all the States. Last 5 months it has become very active in conducting several meetings and explaining the modalities of the exam to all the State representatives. Now the politicians play the blame game, accuse the officials that they did not project the picture properly to the MCI and Central Govt.

    These politicians are making this issue a big mess. Only God alone can save our country…. I wish despite all this commotion, NEET should be implemented in 2012 to save our country from dubious doctors.

He was reacting to some media reports that MCI was trying to get hold of medical colleges in the state for allotment of seats under the admission guidelines of MCI. The minister said MCI had tried to approach the government with the intention to cover all the medical colleges in the state for admission under their admission guidelines but they were specifically informed that the same “will not be allowed” under the provision of special laws of the state, he said. “Our argument has been well taken and the medical entrance examination for admission in medical colleges in the state for the year 2012-13 shall be conducted by BOPEE as per past practice and not by the MCI,” Chib said.

    You are welcomed, let me clear your doubt seats will not be affected as you are eligible only 15% seats of other state GOVT Medical college except AP & JK. so left out state can fill 85% seats through their state entrance.
    Neet means only exam for all india rest of thing as it was earlier except cut off will be based on percentile.

        Off course most of college who takes PG exam given shedule as MCI was not able to find autority to conduct exam after refusing by AIIMS.
        actualy it is a big game by authority of aiims, why they did not say no in starting. you know last year at what cost PG seat sold, that case investigated by CBI

        HOPE U DON’T MIND ABOUT ME OPPOSING NEET AS MANY ARE.
        BUT IF THE OPPOSING STATES ARE LEFT THEN IT WILL BE A VERY BIG STE BACK AS 50 – 60 % SEATS WILL BE REMOVED. I HOPE U ARE AWARE THAT STATES OPPOSING ARE BIGGEST AND HAVE MOST NO. OF MEDICAL SEATS.

    tamilnadu, ap, wb, guj, jk, maharastra, goa & some others opposing neet and take stay for their self entrance test then why mci want to conduct neet frm this year …….. first of all they sort out every problem with states then conduct it easily…………nobody know the rules & regulation till today then how its possible, right now time also is a big factor in neet , this exam will create extra pressure in every medical aspirants…….its very sad

SOME STATE ONLY SECONDLY COURT AFTER ADMITTING THE PLEA WILL ISSUE ORDER FOR RESPOND ON IT BY MCI AND CENTRAL GOVT i:e U.O.I AND WILL GIVE AT LEAST ONE/TWO WEEKS TIME AND AFTER HEARING REPLY OF RESPONDENT ONLY THEN COURT WILL GIVE THE ORDER OF STAY FOR SAME OR DISMISED IT SO PL.         Hi Ashok,
        I agree with your comments. In my opinion, supreme court will not be inclined to give stay on its orders simply b’coz it would be a mockery of its own self. Moreover MCI had voluntarily impleaded all the States already and even pvt medical colleges were already heard by supreme court. According to me it is too late for the State Govts to approach Supreme court for relief. Lets watch out the game!!!

    All states of india were as respondent in SUPREME COURT IN CASE OF simran nain case I.A-32 0F WRIT PETITION ( CIVIL) NO 443 /1992 WHEY THESE STATE HAVE NOT RAISED OBJECTION BEFORE COURT ORDER TO CONDUCT THE SAME, AS AFTER PUBLICATION OF REGULATION OF NEET EXAMINATION FOR U.G. AND P.G MEDICAL COURSES FROM 2012-13 ONWARDS IN GAZEETE OFINDIA ON DATED 27-12-10. THE DECESION OF THIS CASE WERE DELIVERED ON DATED 07-03-2011. WHAT ALL STATE WERE DOING TILL NOW? AND ONLY AFTER DECLERATION OF UG NEET EXAMINTION BY MCI ON LAST FRIDAY THAT IT WILL BE HELD ON DATED 13-05-2012 THEY ARE RUNNING TOWARDS SUPREME COURT TO GET RELIF ..       NEET PG IS SUPPOSED TO TAKE PLACE IN FEBRUARY(NOT CONFIRMED),LATEST 2ND WEEK.THE QUESTION PATTERN IS SUPPOSED TO CHANGE,ACCORDING TO VISION 2015.NO DETAILS AS TO WHAT SORT OF QUESTIONS ARE GOING TO BE ASKED IS ELABORATED ANYWHERE.THERE IS SPECULATION THAT THE QUESTIONS ARE GOING TO BE USMLE TYPE(CONCEPT BASED) AS AGAINST OBJECTIVE TYPE THAT HAPPENS IN AIPG AND STATE PG.NOBODY PREPARING FOR THESE WILL BE ABLE TO COPE WITH CONCEPT BASED PATTERN.WITH BARELY 2 MONTHS LEFT,HOW FAIR IS IT TO ACTUALLY TAKE IT NOW?EVEN IF PGS DONT HAVE SYLLABUS PROBLEMS,THERE IS SOMETHING CALLED FAIR PLAY,A FINAL AND EQUIPPED NOTICE ATLEAST 6 MONTHS BEFORE THE EXAM IS REQUIRED.OUR LIVES ARE ON THE LINE HERE.EVEN IF MCI DID GIVE THE ‘NOTIFICATION’IN AUGUST,IT HAS NOT GIVEN ANY INKLING AS TO WHAT WE WILL BE FACING.HOW CAN ANYBODY JUSTIFY THAT PGS SHOULD BE MADE TO GIVE A TOTALLY NEWLY PATTERNED AND NATIONWIDE EXAM ON THE PREPARATION OF ,SAY ,2 MONTHS.PEOPLE,THIS IS JUST A MASSACRE.

    Chib Jammu, Nov 10: Minister for Medical Education, Technical Education, Youth Services and Sports R S Chib on Thursday said that the medical entrance 2012-13 shall not be covered under Medical Council of India (MCI) for allotment of seats in the medical colleges located in Jammu and Kashmir.
    Chib while commenting on the news published in some sections of press that Medical Council of India (MCI) is trying to take over the medical colleges in the state for allotment of seats under the admission guidelines of MCI, said that the fact of the matter is that the MCI had tried to approach the State Government with the intention to cover all the medical colleges in JK for admission under their admission guidelines. However they were specifically informed that the same will not be allowed under the provision of special laws of the state.
    He said that our argument has been well taken and the medical entrance examination for admission in medical colleges in the state for the year 2012-13 shall be conducted by the Board of Professional Entrance Examination (BOPEE) as per past practice and not by the MCI.

    saying they are not ready for participation in it.
    While Tamil Nadu and Andhra Pradesh have already obtained a STAYfrom the court, Maharashtra has now moved the Supreme Court seeking a stay on the plea of differences in syllabi. West Bengal and Gujarat have not yet indicated their affirmation to join the test.
    Sources say if the big five states are left out of the National Entrance-cum-Eligibility Test (NEET), a majority of the medical colleges across the country would be out of NEET purview, as almost 50 to 60 percent of the medical colleges in the country are concentrated in Tamil Nadu, Andhra Pradesh, Maharashtra and Karnataka alone.
    The Medical Council of India (MCI) has already finalised the syllabus for National Eligibility-cum- Entrance Test (NEET-UG) for admission to MBBS courses and fixed May 13 for holding the exam next year.
    Earlier during discussions with various states, Gujarat, Karnataka and West Bengal had demanded the holding of the proposed NEET in vernacular languages, which is now ruled out owing to shortage of time in holding the exam.

    By Dec we will be back to preparing to write 15 plus entrance tests for medical. There is no will to implement the NEET by the Govt. SC gives orders SC stays its own orders. Back to square one. Sad!
